Douglas Turner serves as a Drug and Alcohol Treatment Specialist at the State Correctional Institution at Laurel Highlands in Somerset, Pennsylvania, where he was recently assigned after spending years working within two other Pennsylvania Department of Corrections facilities. Over the course of his career with the DOC, he has provided substance use treatment programming and behavioral interventions designed to support rehabilitation, accountability, and personal growth within the correctional environment.
Through his work inside correctional institutions, Douglas has developed extensive experience engaging with justice-involved individuals facing addiction, trauma, and the complex realities of incarceration. His role has required comprehensive training across numerous operational and behavioral programming areas within the Department of Corrections, giving him a broad and practical understanding of correctional systems, institutional decision-making, and behavioral change strategies.
At Mitigation Works, Douglas serves as Senior Systems Advisor for Corrections and Behavioral Strategy, bringing deep institutional knowledge and practical insight into how correctional environments assess risk, respond to behavior, and evaluate rehabilitation potential. His perspective helps strengthen mitigation strategies by grounding them in the real operational dynamics of the justice system and the behavioral realities faced by individuals within it.
Douglas is also a veteran of the United States Army, carrying forward a lifelong commitment to service, discipline, and helping others pursue meaningful change.
He lives in Curwensville, Pennsylvania, with his wife, Christal, and their two dogs, Koko and Punky. He is the proud father of two adult children, Kirk and Kendra, whom he credits for building lives rooted in responsibility and integrity.
