Kimberly Byrd is a criminal justice executive with more than three decades of leadership experience in law enforcement and correctional administration. Throughout her career, she served in senior leadership roles including Deputy Warden and Executive Officer, where she was responsible for evaluating institutional risk, supervising high-risk populations, and managing complex public safety operations within correctional environments.

Her work placed her at the intersection of security, behavioral management, and rehabilitation strategy, giving her a rare operational understanding of how individuals move through the justice system and how institutional decisions impact long-term outcomes. She has extensive experience assessing behavioral risk, managing crisis situations, coordinating multidisciplinary teams, and implementing policies designed to balance accountability with public safety.

Kimberly founded Mitigation Works to bring executive-level system insight to mitigation strategy. Drawing from decades inside correctional leadership, she helps legal teams understand the broader context surrounding a client’s life history, behavioral development, and systemic influences. Her approach integrates Risk-Need-Responsivity principles, Social Ecological analysis, and Trauma-Informed Care to develop structured, research-grounded mitigation reports that assist attorneys and courts in making balanced, informed decisions.
